ESP is a reality and there is one man that seeks to unite them to save them from the evil and non-tolerant "Normies". Hyoubu brings Andy in his special ESPer circle a criminal organization P.A.N.D.R.A. and Andy then is a U.S. spy trying to steal a dolphin brain that originally belonged to the U.S. and it is predicting the ESPers revolution that Hyoubu wants to happen because he was killed by a normie. There is a lot that goes on in this show and it is worth the watch as it is a spin-off of Zettai Karen Children.
